Andrew Carmona, Founder

Hi, I'm Andrew. I'm a monitoring, evaluation, and learning (MEL) professional with 18+ years of experience designing and leading impact measurement systems, evaluations, and strategy for senior leaders across government, philanthropy, and international NGOs. I love turning messy, high-stakes questions — does this program actually work, and how do we make it better — into rigorous frameworks and clear, evidence-based answers that decision-makers can act on.

I'm skilled at leading multidisciplinary teams through complex fieldwork, from large-scale quantitative surveys to qualitative interviews and focus groups, and I've overseen teams of up to 35 staff across evaluations in 22 countries. Since 2015, I've led or contributed to 50 program evaluations and assessments across 15 sectors, working with clients from U.S. government agencies to big philanthropic foundations and tiny non-profits.

I hold a Master of Public Administration with a focus on development practice from Columbia University's School of International and Public Affairs and a Bachelor's in International Studies from UC San Diego. I have native fluency in English and professional fluency in French and Spanish.

Outside of work, you can find me playing and watching baseball and soccer, backpacking and hiking, and making extravagant sandwiches. I'm also a professional storyteller and dabble in slam poetry. In 2013, I co-founded Voces y Manos, a community-based nonprofit in Guatemala, where I continue to volunteer as Director of Impact and Board Treasurer.
